In response to Diane Sawyer’s 20/20 interview with Jaycee Dugard last year, the California Department of Corrections and Rehabilitation (CDCR) has since implemented several changes to its sex offender monitoring program. 
If you are unfamiliar with Dugard’s story, the gist is that at 11 years of age, Jaycee Dugard was kidnapped by Phillip & Nancy’s Garrido. She lived in a backyard storage unit for 18 years. Phillip Garrido is a convicted sex offender.
Despite 60 visits to the Garrido’s house, parole officers never found Dugard.
Because of Dugard’s tragic experience, the California Department of Corrections and Rehabilitation now take additional measures to ensure that convicted sex offenders are better monitored. It is now mandated that all convicted sex offenders released on parole wear a GPS tracking device. Before Dugard’s escape, only some sex offenders, including Garrido, were only randomly tracked through GPS devices.
Another change CDCR implemented is that “now humans actively oversee a GPS monitoring center 24 hours a day. If something seems amiss, they can contact the sex offenders and their agents directly and immediately.” Previously, agents would receive an email alert. Constant monitoring of the GPS tracking data results in faster notification to agents whenever “sex offenders became invisible on the GPS grid.”
